
Our Story
We operate the administrative wing of the nearly 100 year old Highland Park Community Association in Mobile, AL. We are an Incorporated Nonprofit Association.
We operate under the Code of Alabama, Title 10 — CORPORATIONS, PARTNERSHIPS AND ASSOCIATIONS. Chapter 3 — NONPROFIT CORPORATIONS with special emphasis on The Clean Water Act of 1972.
Our reservoir was built for erosion mitigation and recreation in 1937. The dam and spillway were built over a navigable stream. Our waters are public waters under the Alabama State Constitution. These public waters are multi-jurisdictional beholden to local, state, and federal laws. All laws work together to protect public access to these waters for fishing and recreation on the Milkhouse Creek for as long as America exists and NOT until developers barge in here and destroy the land as has been happening over the past ten years.
HPca, Inc is responsible for two parks and a 25 acre lake known as Optimist Lake on the Milkhouse Creek part of the Dog River Watershed. Optimist Lake is a multi-million dollar asset with 12 natural springs (counted to date) that recharge the wetland area, and three easements. HPca, Inc supports “Responsible Watershed and Lakeside Management” since 1967. HPca sponsors the Highland Park Review newspaper and The Highland Park Community Gardeners group. HPca, Inc is environmentally conscious, protective, proactive, and defends this civic-greenspace, birdsong sanctuary with every legal tool available. #UpholdTheLaw
